Requirement
A new  framework was needed to ensure the efficient management of major projects. This would define the management of the externally supplied IT services. The framework would establish the control procedures for the management all future work outsourced to Facilities Management companies. 

Approach

Review the mechanisms for reporting on IT services and current service levels
Develop a set of principles to be used to control service level agreements.
Implement processes for Prince 2 project and programme management methodologies, to control the development programmes.
Establishment of Service Level Agreements and contractual relationships between customer and suppliers
Prepare approval procedures for starting new major development programmes which would include all  major projects
Set up mechanisms for monitoring and controlling capital expenditure on budgets for all new applications, these ranged from £3 million to £50 million

Outcomes
Early implementation of streamlined procedures for managing the supply of IT services.
